Governor asks  Tuki to take floor test today, cabinet seeks atleast 10 days time
ITANAGAR, Jul 15: Citing apprehension that the present State Government does not command required majority in the Assembly, Governor Tathagata Roy on Friday asked the Chief Minister Nabam Tuki  to prove his majority in the floor of the State Legislative Assembly tomorrow (16th July 2016), a Raj  Bhawan release said.
Tuki called on the Governor at Raj Bhavan where they discussed on overall development of the state and law and order issues. They also discussed on the ensuing floor test in the State Legislative Assembly to be convened on Saturday. State Home Minister Tanga Byaling was also present in the  meeting.
Governor also emphasised that sense of security amongst the people must prevail and deterrent action must be taken to ensure foolproof Law and Order arrangement in the State, the release added.
On the otherhand, the State Cabinet in its meeting held under the leadership of Chief Minister Nabam Tuki on Friday sought at least 10 days time for floor test.
The cabinet  meeting decided to request the Governor of Arunachal Pradesh to summon the Assembly session on July 25 or 26 for proving the majority of  the  government in the House by holding the floor test.
Govt spokesperson Bamang Felix in a statement informed that the cabinet observed that many MLAs are out of station and will not be in a position to attend the session for holding the floor test by July 16 in such a short period of time. The meeting also stated that Saturday being a holiday will not be proper to summon the Assembly. The concerned officers may not be able to process the matter in respect of summoning the Assembly as per legal provisions within such a short period, the meeting opined.   The cabinet also cited that other business has to be conducted in the assembly  for fulfilling all constitutional requirements.
Further, citing the Uttaranchal matter which was decided by the Supreme Court, the cabinet stated that five days were given for the conduct of the floor test. Whereas, the instant judgment of the Supreme Court does not mention holding of any floor test or summoning the Assembly within a prescribed time period.
Earlier, the opinion  regarding floor test received from Senior Advocate of the Supreme Court, Kapil Sibal was also read and deliberated in detail in the Cabinet meeting.
Accordingly the State Legislative Assembly, Speaker has also been consulted on the issue, the statement added.

APCC  further said that the Governor direction came even before receiving a Certified True Copy (CTC) of the judgment of the  Supreme Court.
As per the Sarkaria Commission's recommendation on holding floor test, "reasonable time" should be given to prove majority depending on the situation, the APCC said adding that generally 30 days will be reasonable for floor test, unless there is a urgent Govt business. The APCC also hailed the Supreme Court judgment.

Difficult time for Europe

Terror has once again strike France. Atleast 84 people are believed to be killed and scores injured in the Bastille Day attack in Nice. The 31-year-old, Tunisian-born Frenchman Mohamed Lahouaiej-Bouhlel with a record of violence but unknown to counter-terrorism agencies drove the rented heavy truck for 2 km (1.5 miles) along the palm-fringed Promenade des Anglais seafront, which was closed to traffic and thronged with thousands of revellers watching fireworks. Immediately after the incident, ISIS praised attack and claimed that attacker belongs to them. However, France police said it’s too early to make comment and that in all probability attacker acted on his own.

France which has the highest Muslim population in Europe and country with huge religious diversity has bore maximum number of terrorist attack in the last two years. Majority of terrorist acts carried out has been either French or European citizen. It has put Muslim community under scanner and many innocent Muslim has been at the receiving end of the racist behavior. This latest incident will be a reality check for the European leaders. These kinds of lone wolf attacks using ordinary vehicles are a reality and might increase in coming days. Europe has moved into a new era and they will have to live with terrorism. But they will have to ensure that fight against terrorism does not target one community. Perhaps Europe can learn few lessons from India in this regard.

Let the Constitution and will of the people prevail

Dear Editor,

Some may rejoice and some may bewail the victory of the Congress but everyone has to respect the judgment of the Supreme Court.  It is, therefore, important that governor Rajkhowa resigns. The Supreme Court stated that J.P. Rajkhowa’s unconstitutional decision gave a thrashing “to the Constitution and a spanking to governance” and that instead of “remaining aloof from any disagreement, discontent or dissension, within political parties” JP Rajkhowa used his constitutional authority to ostensibly favor an “invalid breakaway group” of MLAs disqualified under the Tenth Schedule. In any case, his incompetence led to political chaos that was detriment to the developmental activities in Arunachal.

Many cautioned JP Rajkhowa that his legacy will depend on his actions and in his ability to discharge his duties with a touch of statesmanship. There is no redemption for him now. He brought upon himself the title of “the worst Governor Arunachal ever had”.

To clear the doubts, Congress has clarified that the Supreme Court has categorically directed the restoration of the status quo as it existed on 15 December, 2015 and that, therefore, the merger of Congress with PPA also is legally untenable.  Stability is what people seek.

Congress and its High Commands has to now garner all its resources to keep its house intact, after all its in their interest to ensure that the legal victory has to be now consolidated after all opposition parties will leave no stone unturned to salvage themselves from the embarrassment caused by the Apex Court’s decision.

It will be wise for the BJP to play the role of a constructive opposition in Arunachal rather than rejoice in political chaos to which their contribution is clearly distasteful to the people who seek stability and ‘more governance’.

As for the leaders it is the right time to realize that their political greed and differences are not above people’s well-being. The state cannot afford a mid-term election at this point of time especially when the economy is in tatters and the developmental activities already hampered. Let the Constitution and will of the people prevail.

Yours,

Nang Mil

People of Arunachal are watching

Dear Editor,

The discussion in social media shows denizens of the state are divided into pro-Pul and pro-Tuki. The main root for this political mess stems from the financial crisis. While Nabam Tuki was the head of the government, Kalikho Pul was also the member of cabinet and he was in charge of ministry of finance for long time. So if Tuki is to blamed for the financial crisis, Pul here finds no reason to escape because he too was part of the government. This makes one to hold back in trusting Pul to the fullest. If Tuki is a devil, Kalikho Pul is no god. And on the other side, if Pul is famous for Public darbar, Tuki is famous for the Chief Minister Health scheme. The point is on the basis of corruption at least, we can't compare our leaders yet because they stand on the same line horizontally. But now the difference will be that people will have more wide eyes on whoever the CM will be if floor test happens. The leader will be left with no option then to reach upto people's expectations and to win the trust of the people.

What is missing in Arunachal is a dynamic leader who can manage to bring developments by the skill to convince the people that the "state interest is a priority than our personal interest". A leader no matter, to which party he /she belong, should "hold transparency "in managing the state affairs. State needs a leader that will bring discipline among the Arunachalees through various regulatory mechanisms. A leader who recognizes the beauty and tremendous potential of our state, to preserve this very beauty and utilize the potentialities of our state resources in bringing huge income to home that shall be used for the development of our state.

As a concluding remark, a CM in a democracy exists because people want him/her to exist. Power in your hands is the weapon granted to you by the people to bring better Arunachal. And not to forget, "People of Arunachal Pradesh now has more wide eyes and strong ears.”

Yours,

Atu Yekar,

Naharlagun

B.Ed fee structure in Arunachal

Dear Editor,

Through your esteemed daily, I would like to highlight the high fees charged by private B.Ed. colleges in Arunachal Pradesh. In reference to a notification dated, Itanagar 28th August 2015, the govt. has issued order fixing cost of B.ed degree at the rate of 60,000/- per annum for all the private colleges in Arunachal.

But through some reliable sources and information we came to know that despite the notification, most of private B.Ed. colleges are charging exceeding to 60000/- per annum and thereby defying the notifications of Govt. of Arunachal Pradesh. This is causing hardship to those students especially who belongs to poor background. Some of the private B.Ed colleges are even charging at the rate of 75000/- yearly. The poor students willing to pursue B.Ed degree get morale down due to high fees for B.Ed course. Why such high fees are being charged from students even after govt. notification. Therefore through your daily I would like to appeal the concern authority and department of education to look after the matter seriously and take initiative action against such institutions. In the same time I appeal all the Institutions to follow the rules as per govt. norms and order.

Yours,

Rinchin P. Dingla
