Governor asks Tuki to take floor test today, cabinet seeks atleast 10 days time
ITANAGAR, Jul 15: Citing apprehension that the present State Government does not command required majority in the Assembly, Governor Tathagata Roy on Friday asked the Chief Minister Nabam Tuki to prove his majority in the floor of the State Legislative Assembly tomorrow (16th July 2016), a Raj Bhawan release said.
Tuki called on the Governor at Raj Bhavan where they discussed on overall development of the state and law and order issues. They also discussed on the ensuing floor test in the State Legislative Assembly to be convened on Saturday. State Home Minister Tanga Byaling was also present in the meeting.
Governor also emphasised that sense of security amongst the people must prevail and deterrent action must be taken to ensure foolproof Law and Order arrangement in the State, the release added.
On the otherhand, the State Cabinet in its meeting held under the leadership of Chief Minister Nabam Tuki on Friday sought at least 10 days time for floor test.
The cabinet meeting decided to request the Governor of Arunachal Pradesh to summon the Assembly session on July 25 or 26 for proving the majority of the government in the House by holding the floor test.
Govt spokesperson Bamang Felix in a statement informed that the cabinet observed that many MLAs are out of station and will not be in a position to attend the session for holding the floor test by July 16 in such a short period of time. The meeting also stated that Saturday being a holiday will not be proper to summon the Assembly. The concerned officers may not be able to process the matter in respect of summoning the Assembly as per legal provisions within such a short period, the meeting opined. The cabinet also cited that other business has to be conducted in the assembly for fulfilling all constitutional requirements.
Further, citing the Uttaranchal matter which was decided by the Supreme Court, the cabinet stated that five days were given for the conduct of the floor test. Whereas, the instant judgment of the Supreme Court does not mention holding of any floor test or summoning the Assembly within a prescribed time period.
Earlier, the opinion regarding floor test received from Senior Advocate of the Supreme Court, Kapil Sibal was also read and deliberated in detail in the Cabinet meeting.
Accordingly the State Legislative Assembly, Speaker has also been consulted on the issue, the statement added.
Also present in the meeting were the Chief Secretary and senior officials of the state government.
Meanwhile, Arunachal Pradesh Congress Committee (APCC) on Friday has termed the Governor direction to Chief Minister Nabam Tuki to prove majority on July 16 as unfortunate. APCC also said that July 16 is a holiday and many of the Congress legislators are out of station, and are unable to communicate.
APCC further said that the Governor direction came even before receiving a Certified True Copy (CTC) of the judgment of the Supreme Court.
As per the Sarkaria Commission's recommendation on holding floor test, "reasonable time" should be given to prove majority depending on the situation, the APCC said adding that generally 30 days will be reasonable for floor test, unless there is a urgent Govt business. The APCC also hailed the Supreme Court judgment.
BJP resolves to support PPA in floor test
ITANAGAR: The state BJP has adopted resolution to extend support to People's Party of Arunachal (PPA) during the floor test.
"The regional party, PPA is a core constituent of the North East Democratic Alliance (NEDA) which is currently headed by the BJP, " said state BJP President Tapir Gao while adding that the BJP would extend outside support to the PPA during the floor test.
The party also adopted another resolution seeking graceful exit of the incumbent Chief Minister Nabam Tuki claimg that his party has been reduced to a minority.
Meanwhile, Capital (Itanagar) unit of Bharatiya Janata Party (BJP) said that the recent political crisis in Arunachal Pradesh was due to internal fighting within the Congress party and the BJP had just played the role of opposition.
The party strongly condemned the press statement of City Congress Committee (CCC) demanding unconditional apology from BJP State president Tapir Gao and Union Minister Kiren Rijiju for their alleged role in the political crisis.
"City Congress Committee should know the weakness of it own party workers and leader before giving press statement," the city BJP unit said, adding that there was no point asking for an apology from Gao and Rijiju.
No children should die from diarrhea: DC
ITANAGAR, Jul 15: Lower Subansiri Deputy Commissioner Kemo Lollen urged the Health, Education and ICDS Departments to work together with dedication to carry out activities during the Integrated Diarrhea Control Fortnight to check death of children due to dehydration.
"No children should die from diarrhea," DC Lollen said in a meeting of district steering committee. He assured to monitor all activities during the IDCF fortnight.
IDCF is being observed from July 29 to August 11 in the district targeting the children of age below five years, informed DMO Dr. Moli Riba.
ORS and Zinc for treatment of diarrhea would be distributed by setting up corners in all health facilities and AWCs, where there is no health facility, Dr. Riba said. He also emphasized on preparing micro plans in advance.
DRCHO Dr. Derin highlighted on activities to be undertaken during the forthright. The role and responsibilities of all the stakeholder departments were discussed in detail.
The meeting was attended by K Habung, EE (PHED), C. Tangjang, DD, ICDS, Kina Takka, CDPO Ziro-I and Dr. R Anku. DIPRO
Governor reviews law and order
Itanagar, Jul 15: Governor Tathagata Roy has advised the senior officers including police officers to take all precautionary measures to ensure that law and order prevails and no untoward incidents take place.
Reviewing the security issues in a high level security review meeting at Raj Bhavan, here on Friday, he also advised that the State Legislative Assembly, important routes, private residences and other properties of all stakeholders are secured and taken care.
The Governor emphasised on adequate deployment of security forces in all vulnerable points and pre-empt measures against anti-social elements.
Earlier, the Chief Secretary, Shakuntala Gamlin, Principal Secretary Home, Satya Gopal, Director General of Police, S. Nithiananadam, Itanagar Capital Complex, DC, Sandeep Kumar Singh and Capital SP, K. Aya briefed the Governor on the security arrangement in view of the political development aftermath of Supreme Court judgement.
Senior officers of Home and Police Departments were also present in the meeting.
‘Lawbreakers should be dealt with iron hand’
PASIGHAT, Jul 15: East Siang Deputy Commissioner (DC), Isha Khosla has called for dealing strictly with the lawbreakers and to make Pasighat a role model for eradication of crimes.
The DC was chairing a meeting on Friday to review the present law and order situation in Pasighat Township and adjoining areas.
Addressing the officers, DC Khosla stated that administration should ensure regular patrolling in the township, especially in market areas to contain crime. She also laid emphasis on controlling stray animals and maintaining street lighting at prominent locations to make Pasighat a safe and secured place to stay. She advised the magistrates and police to work in coordination with each other.
The DC also instructed the DTO (MV) and the traffic police to check vehicular movement at different locations in the township on a regular basis. All unregistered vehicles should be forced to register immediately and two wheelers without valid documents and helmets should be penalized, she further directed. People should not be allowed to park their vehicles on congested roads and police personnel on duty should ensure proper parking, road safety and traffic management.
The DC said that although the menace of extortion in Pasighat is negligible yet a few individual cases have been reported in this regard. However, this evil should be nipped in the bud and modern technology should be benefitted for apprehending the criminals involved in heinous crimes, she added.
SP Pranav Tayal warned that no laxity or negligence in curbing crimes would be tolerated.

Reasons for poor performance of schools in Upper Siang identified
YINGKIONG, Jul 15: The Upper Siang DC, Remo Kamki convened a review meeting of DDSE, Principals and headmasters of GHSS, Secondary Schools of Upper Siang district regarding the May last poor result of CBSE Class X & XII examination and to identify the reasons in his office chamber here on Friday.
In the meeting all the Principals of GHSS Yingkiong, Mariyang, Geku, Tuting, Jengging and Headmaster of GSS, Parsing highlighted the issues and problems relating to the poor performance of the students in the examination.
All the heads of the educational institutions pointed out that the basic reason was no detention policy in elementary system of education under Right to Education Act under sub clause CCS Rule, second, shortage of trained graduate teachers at secondary school level and post graduate teacher (subject) teacher at Senior Secondary School level and illiteracy of parents of students.
The DC in his address said he would communicate the main issues and problems of the education scenario of the district to the concern authority of the state government for early redressal.
He further urged them to perform their duties with sincerity for improvement of quality education in the district.

Workshop on Employability and Entrepreneurship Development concludes
ITANAGAR, Jul 15: A five-day workshop on Employability and Entrepreneurship Development organized by Rajiv Gandhi National Institute of Youth Development, Regional Centre, Chandigarh in collaboration with Don Bosco Youth Centre, Itanagar concluded on Friday.
A total of 47 participants from various districts of the state received certificates of training from state Chief Information Commissioner, Dr. Joram Begi.
Addressing the gathering, Dr. Begi appreciated RGNIYD and recollected various other interventions from RGNIYD through DBYC in the field of youth empowerment and hoped that many more such trainings will be conducted for the welfare of the youth. Dr. Begi also lauded the Don Bosco for the yeomen services done in the field of education in the state.
Director, DBYC, Itanagar, Fr. Cyriac, Avinav Thakur from RGNIYD, Regional Centre, Chandigarh also spoke in the function.
KVK conducts training cum demo on honey bee rearing
ITANAGAR, Jul 15: KVK Lohit, Namsai organized a two days training and demonstration programme on honey bee rearing at the KVK office Chongkham.
A total of 15 beneficiaries selected from different villages of Namsai district--Namliang, Kumari Kachari, Khowji, Kumari Khampti, Naputia and Alubari are attending the programme sponsored by ICAR-NRC on Yak, Dirang, West Kameng.
During the technical session, the SMS in Plant Protection explained in details apiculture and its importance to improve rural economy.
Discussion on various problem faced by the farmers in keeping was also held. A film on bee keeping was also screen.
Besides distribution of bee boxes, colonies and equipments demonstration of setting up of bee boxes, site selection, transfer of colony etc were also conducted.
Chongkham ADO G.Singh, who attended the inaugural function, advised the beneficiaries to take bee farming as a secondary source of income.
Programme Coordinator in-charge Dr. Debasis Sasmal of the KVK briefed the objectives of the training programme and requested all the beneficiaries to have a hand-on demonstration regarding transfer of colonies from the carrying box, maintenance, feeding and extraction of honey from colony etc.
Traffic diversion
ITANAGAR, Jan 15: The National Highway (NH-415) from Arunachal State Hospital tri-junction to Chandni Hotel tri-junction, Naharlagun will remain closed for traffic on July 16 from 7 am onwards in view of the security arrangements made in connection with Assembly Session at AP Legislative Assembly Building, Naharlagun .
Alternative arrangements have been made for all incoming and outgoing traffic.
Vehicles coming from Itanagar will be diverted at ASH tri-junction via Prem Nagar and take the highway again at helipad tri-junction.
Similarly, vehicles coming from Nirjuli side will be diverted at Chandni Hotel tri-junction and take the highway back at G-extension tri-junction, Naharlagun. Further, vehicles coming from Naharlagun to Itanagar will take the Papunallah route via Jully road, informed Capital SP Devender Arya.
Water supply disrupted
ITANAGAR, Jul 15: Water supply was again disrupted in BSI, Sinkivew, CRPF, Sinkivew Govt Qtr, Division-IV, Chandranagar, DNGC, Police colony, F&G sector and Forest colony a day after restoration on Friday, when the main pipelines of 100mm dia and 150mm dia Lappu water supply were washed away by incessant rain.
Works to repair the damaged pipelines are going on. But bad weather was hampering the restoration works in the hilly and jungle areas, informed a departmental release.
It might take two to three days to restore water supply," the release said.

Review meeting on RBSK, PC & PNDT
TAWANG, July 15: A district level review meeting of the activities of District Advisory Committee under RBSK, PC & PNDT, District Level Maternal Death Review Committee, District Quality Assurance Committee, District Task Force for Immunization, Internet Sectoral Convergence Committee and District Level Vigilance & Monitoring Committee was held on Friday at the DC's conference hall, Tawang.
Tawang DMO, Dr.Wangdi Lama informed that Intensified Diarrhoea Control Fortnight would be observed from July 29 to Aug 11, during which ORS and Zinc tablets would be distributed and awareness on causes and methods of prevention would also be discussed. Responding to the apprehensions of various organisations and individuals regarding the quality of medicines available at hospitals, the DMO apprised that the stocks are received only after necessary formalities like inspect- ion by drug inspectors and tests at laboratories are done.
Further the DMO informed that Rs.30 lakhs for Jang-Mukto and Rs.9 lakhs for Tawang constituency has been sanctioned under BADP for purchase of various equipments and two ambulances for Tawang and one ambulance each for Jang-Mukto and Lumla has also been distributed under the same scheme.
Appreciating the joint effort of health department and AIR, Tawang ADC, Lod Gambo said that Swasthya Charcha, a weekly programme aired on All India Radio, Tawang which discusses various health issues has succeeded to a great extent in creating awareness amongst public, especially villagers and should be continued with same vigour.
A detailed presentation highlighting registration of pregnant women for ANC, immunization details, performance of ASHAs & their incentives, cases of still birth etc was given during the meeting.

Awareness camp on AYUSH system of medicines, treatment
ITANAGAR, Jul 15: The District AYUSH Society Tawang under the aegis of National AYUSH Mission organized one-day awareness camp to create awareness on AYUSH system of medicines and treatment among the people at Mukto, Tawang on Friday.
Medical Officer (H) cum Member Secretary of District AYUSH Society Dr. K Meru enlightened the participants about the objectives of National AYUSH Mission through District AYUSH Society and asked them to seek and avail the services of AYUSH systems of medicines. AYUSH stands for Ayurveda, Yoga, Unani, Siddha and Homoeopathy, he said while informing that AYUSH services are available in various Government Health Institutes under Tawang district which are not only available at free of cost but also very effective in dealing with various ailments/ diseases.
Medical Officer (Ayurveda) Dr. Namgey Dakpa advised people to consult qualified AYUSH doctors while opting for treatment under AYUSH systems of medicines. He also emphasized on the importance of proper hand washing to avoid many diseases.
The techniques/methods of proper hand-washing were also demonstrated by the AYUSH health team.
A health check-up camp was also conducted and Homoeopathic medicines were given free of cost to needy patients.
The next round of AYUSH Health Awareness camp will be organized at Kitpi Circle on July 22.
Awareness camp on disaster management and preparedness
ANINI, Jul 15: The department of Disaster Management, Anini under the aegis of the office of the Dibang Valley, DC organized the third round of awareness camp on Disaster Management and Preparedness at ZPC Conference hall, here on Jul 14 last.
Speaking on the occasion, DC, Tamune Miso emphasized on the importance of such awareness programmes as Dibang Valley is prone to disasters like earthquake, landslide, flood and forest fire. He urged all the participants to remain vigilant during the monsoon season and advised all the HoDs to remain in preparedness to tackle any situation in the eventuality of any natural disaster.
During the program DDMO incharge/CO Pime Keche gave a brief introduction on Disaster Management and Preparedness while, Master Trainer, Dr. Kirto Loyi presented a Power Point Presentation on management and preparedness on various types of disasters. District Level Vigilance & Monitoring Committee meeting held
DAPORIJO, Jul 15: The first quarter District Level Vigilance & Monitoring Committee meeting of DRDA, Upper Subansiri was held under the chairmanship of DC, Komkar Dulom amidst the presence of Project Director, Sode Potom, PRI members, HoDs, BDOs and DRDA officers and officials at the Rijo Conference Hall here on Friday.
Addressing the meeting, PD, Sode Potom asked all PRI members and BDOs to work together and follow the laid down guidelines of payment of benefits in bank accounts.
Stating that the DLV&MC meeting is a platform to discuss issues and problems in project implementation in a transparent manner, the DC said that viable solutions should be derived so that projects could be completed to the satisfaction of the public and the government. He also spoke on the need to create awareness on social security schemes and mandatory guidelines that had to be followed.
Lauding the PHE department for their efforts towards making the district open defecation free, he further urged the PRI members to cooperate with the department for proper implementation of Swachch Bharat Mission in the district.

Sports items distributed to students under CAP
PASIGHAT, Jul 15: Sports items were distributed to the students of five schools of Pasighat under Civic Action Program (CAP), organized by the 186 Battalion of Central Reserve Police Force (CRPF).
East Siang DC Isha Khosla, SP Pranav Tayal, Dean of CHF, Prof. AK Pandey and Commandant Anil Minz (CRPF) distributed the items to the students of Paglek Middle School, Gandhi, GTC and Mirku secondary schools and IGJ Higher secondary school at Horticulture College Auditorium, Pasighat.
Appreciating the CRPF authority, DC Khosla stated that such activities by the CRPF would develop a sense of respect in the mind of students in particular and the common masses as a whole. These activities would develop brotherhood and boost relationship between civilian and armed forces, she hoped.

Campaign on value-based quality education concludes
YINGKIONG, Jul 15: A month-long awareness campaign on value-based quality education organized by the Upper Siang district administration under the guidance of DC, Remo Kamki in coordination with PRI members, Upper Siang District Women Welfare Society and AdiSU, concluded here on Jul 14 last.
During the campaign which was organized at GHSS Yingkiong, Secondary School Parsing, Yingkiong Town Secondary School and VKV School Yingkiong, ZPM, Bading Teng, SP, A Boruah, EAC, Jumte Jini and Upper Siang Women Welfare Society President, Mekem Nopi and Secretary, Oma Pertin advised the students to remain sincere towards their studies and work hard to achieve success in life.

Enquiry into unauthorized fee collection ordered
ITANAGAR, Jul 15: Following the complaint filed by the Papum Pare district unit of International Human Rights Association (IHRA) against various government schools of the state for grossly violating the RTE Act 2009 by charging fees from the students in the name of maintenance, fees etc, the state Secretary Education has on Wednesday issued an order directed the Director Elementary Education and Director Secondary Education to enquire into the issue and submit a report within a week.
The Association had earlier, alleged that school authorities are collecting an amount of Rs. 500 to 2000 as admission and donation in the name of development fund for schools.
Disciplinary action sought against Principal Secretary
ITANAGAR, Jul 15: The Arunachal Physical Education & Sports Union (APE&SU) has in a complaint letter to the state Chief Secretary on Friday alleged the state Principal Secretary Satya Gopal of ill-treating the Union's executive members when they called on him at his office on Jul 14 last to discuss regarding cancellation of 121 posts of Physical Education Teacher.
The members claimed that the Principal Secretary was unnecessarily rude and instead of responding to their appeal asked his PSO to forcefully drag them out of his chamber.
The Union has further sought strict disciplinary action against the officer.
FLCC on banking products
ITANAGAR, Jul 15: With an aim to create awareness on various banking products and services amongst the people in unbanked and remote area, a financial literacy counseling camp (FLCC) was conducted at Darak under Kamba CD Block and Kombo village of West Siang district on Tuesday.
Organized by the Apex Bank, Aalo in collaboration with Young Mission Adventure Club (YMAC), an NGO and sponsored by NABARD, regional Office, Itanagar, the camp saw the participation of over 200 villager including members of Women Self Help Group, Farmers Club and PRI besides, GBs.
They were briefed on various insurance scheme like, Atul Pension Yojna, Pradhan Mantri Jeevan Jyoti Bima Yojna, Pradhan Mantri Suraksha Bima Yojna, Pradhan Mantri Jan Dhan Yojna etc. by resource persons including Apex Bank, Aalo Branch Manager, Kimar Ete and YMAC Chairman,Yomjum Yomgam.
YMAC Chairman Yomgam also taught members of Women Self Help Groups about book keeping, attendance sheet, internal lending cash book maintenance etc.
Foundation stone laid for new buildings of Himalayan University
ITANAGAR, July 15: A foundation stone has been laid for establishment of two new buildings of Himalayan University in its new campus at Juli here in a simple function on Friday.
Swami Partho Maharaj, Secretary of RK Mission Hospital Itanagar has laid the foundation stone in presence of Tejum Padu, Director Technical and Higher Education.
The three-storey building which will house Administration Block, Engineering, Arts and 20 other courses is likely to be completed by September this year, a release said.
Laying the foundation stone, Maharaj said, "This promising young university builds on the strong foundations of knowledge with best teachers in Northeast. I look forward to see the school flourish and make its mark on the world through state of art and training of student". The building was designed by Roy and associates, a release added.
